The Government Accountability Office has prepared a review of the procurement of government and state-owned companies over the past year. The conclusion is not encouraging: enterprises do not follow even their own provisions, which are contrary to the law, and talks about the necessary tightening still remain on the surface. Experts are discussing if there is a way out of the vicious circle.

Changes in legal regulation is clearly needed, says Khrenov and Partners lawyer MicMikhail Budashevsky: "However, the limitations of procurement from a single supplier must be reasonable, otherwise the effective work of the state companies will be impossible. Therefore, it is hardly necessary to seek to legislate as much as possible the formal requirements to procurement participants. Much more important is to increase the effectiveness of restrictions existing in the legislation.
