Leningrad House of Trade is still under reconstruction

Government of St. Petersburg extended the adaptation for modern use of the Leningrad House of Trade (DLT) until December. Ltd. «Mercury», the owner of the shopping center with premium, which reconstructs the architectural monument for almost a decade, is still not completed underground parking. Yesterday, the city government has amended the judgment of 05.04.2005 «On the design and reconstruction of the expansion of the building on the land at Central District, Bolshaya Konyushennaya Str. 21–23, a shopping center with a built-in parking." Smolny replaced in the document the words «with the expansion of reconstruction» to «adaptation for modern use." This is due to the fact that during project implementation legislation for the protection of cultural heritage (IPOs) has changed, and now the monuments (ESWL is a regional value IPOs) to reconstruct prohibited. A period will last from July 2012 to December 2015. The investor, Ltd. «Mercury», the city will have to pay 71.3 million rubles (17.8 million — 53.5 million fine and — rent).

As explained by Vice Governor Marat Hovhannisyan, the cause of delay is the fact that the company «Mercury» has not had time to finish the underground parking. Restructuring DLT was divided into two phases. The first involves the reconstruction of the shopping center, on the second — the creation of a car park. The recessed parking really is not fully ready. According to the Committee for the construction of the Smolny, design, land and foundation work there is completed at 100%, and engineering networks laid by only 20%. But the first stage — reconstruction of the main building — is not over. If earthworks, engineering, work on the foundation, frame and restoration fully implemented, the engineering networks — 91%, finishing — 85%, and the landscaping — only 70%. Officials investor explained that the delay is due to difficulties that have arisen in the course of repair and restoration work.

The object is one of the most outstanding examples of Art Nouveau in St. Petersburg.
